Develop a systematic 60-90 second approach for each question: spend 30 seconds on problem identification and 30-60 seconds on solution evaluation. Create a mental checklist for problem analysis - identify stakeholders, constraints, and root causes versus symptoms.
For solution evaluation, use the SOLVE framework consistently: assess Stakeholder impact, Operational feasibility, Long-term sustainability, Value for money, and Ethical compliance. Practice elimination techniques by first removing obviously impractical options, then options addressing symptoms rather than causes, followed by options ignoring key stakeholder interests.
Memorize common problem patterns in Indian administration: rural development challenges, urban governance issues, social welfare implementation, environmental management, and digital governance. Develop pattern recognition for solution types: immediate relief vs long-term solutions, single intervention vs multi-pronged approaches, top-down vs community-based solutions, regulatory vs incentive-based mechanisms.
Avoid common traps by questioning your first instinct - if a solution sounds too good to be true or too simple for a complex problem, it's likely incorrect. Time management is crucial - don't spend more than 90 seconds per question as these can be time-consuming.
