Central Vigilance Commission — Mains Strategy

Mains Strategy

Use institutional design as the organising frame. Explain the integrity problem, identify the CVC’s relevant statutory function and then show its relationship with departmental vigilance, investigating agencies and competent decision-makers. A catalogue of powers is less useful than a clear account of where responsibility lies and how delays or gaps can be detected.

Discuss independence alongside accountability. Appointment and tenure safeguards support credible oversight, while defined jurisdiction, reasoned procedures and reporting constrain misuse. The express limit on dictating how a particular case is investigated or disposed of helps explain why effective superintendence is not equivalent to control of a case outcome.

Add a preventive example, such as a procurement process with poorly documented exceptions. Examine clearer criteria, traceable decisions and review of recurring weaknesses, alongside action on particular allegations through the proper route.

For performance, distinguish complaint receipt, preliminary examination, investigation progress and final action. Conclude with reliable access and evidence of corrected vulnerabilities. Avoid equating lower complaint totals with lower corruption or presenting the Commission as a criminal court.
