Indian Ocean Region — Revision Notes

Updated 19 Oct 2026

⚡ 30-Second Revision

  • SAGAR was articulated in Mauritius in 2015: Security and Growth for All in the Region.
  • Indian Ocean analysis connects maritime routes, coastal communities, security and economic activity.
  • Distinguish commercial connectivity, maritime security and disaster assistance.
  • The MEA's 2 February 2024 answer explains cooperation, capacity-building and sustainable development under SAGAR.
  • A policy vision is not a mutual-defence treaty.

2-Minute Revision

Read the Indian Ocean Region through linked interests rather than a single naval rivalry. Safe movement supports commerce; coastal livelihoods depend on marine resources; disasters can interrupt both.

India's SAGAR approach, articulated in 2015, links security with regional growth. The 2024 MEA account includes maritime safety, capacity-building, disaster response and sustainable development. In an answer, distinguish the instrument used: training, information exchange, infrastructure, relief and diplomacy have different purposes.

A port investment does not itself establish a military alliance, and a relief operation does not settle a sovereignty dispute.

5-Minute Revision

Build a scenario-based answer

Suppose a cyclone damages an island partner's port. Immediate humanitarian support, restoration of transport links and longer-term resilient infrastructure are related but separate tasks. Explain which action addresses which need. Cooperation should be judged by the partner's priorities, practical capability and continuity of support, rather than by a label such as regional leadership alone.

Keep security and development connected

Maritime insecurity can raise the cost of transport and disrupt livelihoods, while poorly designed development can damage coastal ecosystems. A balanced answer therefore considers safety, connectivity, sustainable use and local participation together. Avoid unsupported percentages about trade or energy flows; identify the route and the source before attaching a number.

Use the dated anchor accurately

Cite the 2015 articulation of SAGAR and the MEA's 2024 explanation as evidence of the policy's stated scope. Do not turn the original announcement into a fresh 2026 development. Conclude by specifying a form of cooperation and the outcome it is intended to improve.
