Definition

Affected areas and impact, in the LWE context, concerns where left-wing extremist activity has been recorded or administratively classified and how it has affected people, services and institutions. A district eligible for preventive assistance is not necessarily identical to a district currently classified as affected or one reporting a violent incident.

Each map needs a date and a definition. Impact also extends beyond incident counts to injury, disrupted schooling, livelihood insecurity and access to public services. A careful assessment distinguishes geographical contraction from complete recovery and treats residents as people with rights and needs, not as interchangeable representatives of armed groups.
