Operation Flood, launched in 1970, was India's most ambitious dairy development program that transformed the country from a milk-deficient nation to the world's largest milk producer. Known as the White Revolution, this program was conceptualized and led by Dr.

Verghese Kurien, often called the 'Father of the White Revolution.' The program's name 'Operation Flood' symbolized the objective of flooding India with milk through increased production and improved distribution networks.

At its core, Operation Flood was built on the cooperative model pioneered in Anand, Gujarat, which came to be known as the 'Anand Pattern.' This three-tier cooperative structure consisted of village-level dairy cooperative societies at the base, district-level milk unions in the middle, and state-level dairy federations at the top.

The genius of this model lay in its farmer-centric approach where dairy farmers owned and controlled the entire value chain from production to marketing. The program was implemented in three distinct phases spanning 26 years from 1970 to 1996.

Phase I (1970-1980) focused on establishing 18 milk sheds in major metropolitan areas, Phase II (1981-1985) expanded coverage to 136 milk sheds, and Phase III (1985-1996) achieved nationwide coverage across 170 districts in 18 states.

The World Bank provided significant financial assistance, particularly in the initial phases, recognizing the program's potential for rural development and poverty alleviation. What made Operation Flood unique was its integrated approach combining technology transfer, institutional development, and market linkages.

The program introduced modern dairy technology, improved cattle breeds, established milk processing facilities, and created efficient marketing networks. It also focused on women's empowerment as dairy farming traditionally involved women, providing them with direct income and decision-making power.

The success of Operation Flood can be measured through remarkable statistics: milk production increased from 21.2 million tonnes in 1968-69 to 104 million tonnes by 1996-97, making India the world's largest milk producer.

The program directly benefited over 10.04 million rural families and created employment for millions more in allied activities. Beyond mere production increases, Operation Flood transformed rural India's socio-economic landscape by providing sustainable livelihoods, reducing rural-urban migration, and creating a model for cooperative development that inspired similar programs worldwide.
