The Cluster Development Approach is a strategic framework for promoting Micro, Small and Medium Enterprises (MSMEs) by encouraging their geographic concentration in specific sectors or regions. Think of it as creating industrial neighborhoods where similar businesses locate close to each other to share resources, knowledge, and markets.

Just like how shops in a market benefit from being together - attracting more customers and sharing common facilities - industrial clusters work on the same principle. When MSMEs in the same sector cluster together, they can collectively achieve what individual enterprises cannot accomplish alone.

For example, in Tirupur, Tamil Nadu, thousands of textile units have clustered together, creating one of India's largest textile export hubs. These units share common facilities like dyeing centers, testing laboratories, and export infrastructure, which would be too expensive for individual small units to establish.
