Economic Framework

Organise the institution by function

History: operations began on 1 April 1935 under the 1934 Act; nationalisation followed in 1949. These dates do not establish when every present function took its current form.

Monetary objective: section 45ZA provides for the Central Government to determine the inflation target in consultation with RBI once every five years. The 25 March 2026 notification specifies 4 per cent, with lower and upper tolerance levels of 2 and 6 per cent, for April 2026–March 2031.

Policy instrument: the Monetary Policy Committee under section 45ZB determines the policy rate required to achieve the target. A target notification is not evidence of the latest policy-rate value.

Currency: section 22 concerns the right to issue bank notes. Keep bank notes, coins, deposits and payment interfaces conceptually distinct.

Government banking: sections 20 and 21A address Central Government business and State Government arrangements. Performing banking functions does not mean deciding the government's expenditure priorities.

Liquidity and supervision: liquidity operations affect funding conditions; supervision examines institutions and compliance. Neither should be treated as a universal substitute for the other.

Trace one transmission chain

Policy and operating conditions → market and bank funding conditions → lending and saving decisions → demand and prices. Each arrow can involve lags and constraints.

For a hypothetical rate falling from 8 to 7.5 per cent, the change is 50 basis points. That does not automatically describe the percentage change in every repayment instalment. Date any live rate separately and identify the quantity being measured.
