Unemployment Types and Measurement — Economic Framework
Economic Framework
Fix the three denominators
- LFPR = labour force ÷ relevant population ×100.
- WPR = employed persons ÷ relevant population ×100.
- UR = unemployed persons ÷ labour force ×100.
The labour force equals employed plus unemployed persons. For a consistent population and definition, WPR equals LFPR multiplied by one minus UR expressed as a fraction. If LFPR is 60% and UR 10%, WPR is 54%.
Match the reference period
PLFS usual status uses the preceding 365 days, including principal and subsidiary activity under its rules. Current weekly status uses the preceding seven days. A seasonal worker can appear differently under the two approaches without either measure being erroneous. The January 2025 redesign and calendar-year cycle require care in comparisons with earlier series.
Diagnose the mechanism
Frictional: search and movement between jobs. Structural: mismatch of skills or location with available work. Cyclical: deficient demand in a downturn. Seasonal: recurring periods of lower activity. These analytical explanations can overlap; they are not simply labels copied from a headline UR table.
Look beyond open unemployment
Disguised unemployment concerns workers whose removal need not reduce output under the stated conditions; they may still be statistically employed. Underemployment concerns insufficient use of available work capacity. Earnings, hours, security and social protection add further dimensions. A lower UR with unchanged employment may reflect movement outside the labour force, so examine underlying counts before judging improvement.
