Exposure is not qualification; certification is not sustained employment. NEP 2020 states an exposure target, not proof of achievement. NCVET regulates quality; DGT and providers have distinct delivery and assessment roles. Keep the original cohort visible.

Trace access, practice, assessment, certification and later outcomes. Evaluate each with suitable evidence. The NEP target and school-exposure provision have bounded meanings. Institutional recognition does not establish that equipment, instruction or assessment functions well in practice. In a cohort of 1,000 with 600 certifications and 360 placements, the placement rate is thirty-six percent overall and sixty percent among certified learners. Explain both denominators and follow up retention.

5-Minute Revision

For 1,000 enrolments, 800 completions, 600 certifications and 360 verified placements, compute completion among enrollees (80 percent), certification among completers (75 percent), certification among enrollees (60 percent) and placement among enrollees (36 percent). Then identify what would be needed to assess training relevance, earnings and sustained work. Finally explain why a policy target due in 2025 is not itself evidence that the target was achieved.
