The reform journey began in 2004 with the introduction of the New Pension System (NPS) for central government employees, marking a departure from the Old Pension Scheme (OPS) that guaranteed 50% of last drawn salary as pension.

Under the OPS, the government bore the entire financial burden, creating mounting fiscal liabilities as life expectancy increased and the workforce aged. The NPS introduced a contributory model where both employee and employer contribute to individual pension accounts, with returns linked to market performance.

This shift was necessitated by India's demographic transition, where the dependency ratio of pensioners to working population was projected to increase dramatically. The reforms expanded beyond government employees with the launch of Atal Pension Yojana (APY) in 2015, targeting the unorganized sector with guaranteed minimum pension.

The Pension Fund Regulatory and Development Authority (PFRDA) was established as the regulatory body to oversee pension fund management, ensure investor protection, and promote pension coverage. These reforms aim to create a three-pillar pension architecture: mandatory contributory schemes for organized sector, voluntary savings for middle class, and social assistance for the poor.

The transition has been politically contentious, with several states like Rajasthan, Chhattisgarh, and Jharkhand reverting to OPS citing employee welfare concerns.
