National Commission for STs — Revision Notes

Updated 19 Oct 2026

⚡ 30-Second Revision

338A: NCST. 89th Amendment: 2003; separate establishment: 19 February 2004. Five positions: Chair, Vice-Chair, three others. State report route: Governor. Article 342 list changes are distinct from Commission recommendations.

2-Minute Revision

The NCST monitors safeguards, examines complaints and advises on development. Its specified inquiry tools include summoning and document production. Reports and response memoranda connect findings with legislative scrutiny; State-related reports follow the Governor route under Article 338A.

Consultation on major policy matters does not imply a universal veto. A recommendation does not amend a Scheduled Tribe list. Evaluate follow-through by distinguishing applications, decisions and benefits delivered, not merely by counting institutional activity.

5-Minute Revision

Draw separate boxes for the NCST, President, Parliament, Governor and State Legislature, then trace a report and its response memorandum. Add a separate Article 342 list-change route and explain why a recommendation is not the final law. Count the five Commission positions. Finally, calculate delivery among one hundred eligible applicants when eighty decisions and sixty actual deliveries are recorded, and explain the denominator distinction.

Vyyuha Quick Recall

Investigate, advise, report, follow through: the NCST’s tools support safeguards through evidence and accountability.
