Associate Article 338B with the NCBC and the 102nd Amendment Act, 2018. Do not substitute Article 338A, which concerns the NCST, or describe the former statutory arrangement as the sole present legal basis. The constitutional composition is Chairperson, Vice-Chairperson and three other members.

For list questions, identify the purpose. Article 342A distinguishes the Central List from lists maintained by States or Union territories for their own purposes. The latter may have different entries. The 105th Amendment's proviso to Article 338B(9) excludes Article 342A(3) purposes from that consultation clause; it does not erase major-policy consultation generally or transfer Parliament's Central-list power to State Governments.

For reporting, Article 338B(7) uses the State Government, unlike the Governor route in the NCST provision. Finally, civil-court-type inquiry tools do not make recommendations judicial decrees. A summons establishes an evidence-gathering step, not proof of a violation, and issuing a recommendation does not prove that the responsible authority has implemented it.
