Child Helplines — Economic Framework
Economic Framework
Begin with the service route
Child Helpline 1098 is part of Mission Vatsalya and is integrated with ERSS-112. The 2023 transition release and March 2026 parliamentary reply describe different stages of this arrangement. Do not treat a later update as the helpline's original launch.
Keep institutions distinct
An outreach service receives information and helps coordinate response. Police and child-protection agencies retain their respective functions. Child Welfare Committees exercise the relevant statutory role concerning children in need of care and protection. The Juvenile Justice Board concerns a different legal category; needing protection does not itself make a child an offender.
Follow the case beyond contact
A hypothetical report may progress through receipt, contact, immediate assistance, assessment, referral and continuing care. These stages need separate records. A completed telephone transfer is not proof of a safe long-term arrangement. Institutional and non-institutional care are parts of the wider framework, with the appropriate route depending on the child's circumstances.
Read digital records critically
Integrated missing-child systems can generate useful leads, but a possible match requires verification. Similar names or ages do not establish identity by themselves. Likewise, the number of calls measures service use rather than the full prevalence of harm. Evaluate access, response quality and verified follow-through together.
