Connect resources, capabilities and access. Identify the measure and period before interpreting change. Monetary and multidimensional indicators reveal different aspects; beneficiary lists serve another purpose. Match policies to barriers and outcomes, and distinguish association from evidence of programme causation.

Compare a household with rising income but inaccessible healthcare with one receiving better services but unstable earnings. Choose measures and interventions for each. Explain why a national poverty decline alone cannot establish which programme caused it.
