Updated 19 Oct 2026

⚡ 30-Second Revision

  • 2006 FRA: community forest resource rights, duties and recognition process.
  • 2022 IPCC WGII:3.3–3.6 billion in highly vulnerable contexts globally.
  • 15 January 2024: revised PMKKKY guidelines.
  • Exposure, sensitivity and adaptive capacity are distinct.
  • A safer site can still create livelihood costs.

2-Minute Revision

Map the hazard, affected people, livelihoods and recovery resources. Identify who is missing from ownership-based records and who can influence the decision. Use statutory mechanisms within their scope. Evaluate a remedy's distribution and side effects, not just its aggregate benefit or expenditure.

5-Minute Revision

Two hypothetical relocation sites meet the required safety standard. Site A saves ₹1,000 rent but adds ₹1,500 monthly travel; Site B has unchanged rent and travel. Calculate Site A's ₹500 deterioration before valuing time. Then list non-cash considerations: schools, care, tenure, accessibility and social networks. Explain why the cheapest land is not necessarily the least costly option for residents.

E-S-A: Exposure, Sensitivity, Adaptive capacity. For justice, add three questions: who bears costs, who participates, whose rights are recognised?
