Identify the missing service before selecting a measure. Read whether the scenario concerns quantity, quality, timing, infrastructure or access. Reject options that solve a different problem simply because they mention a large water project. More storage may not repair distribution, and treatment may not create missing source water.

Check the scale of each statistic. Annual rainfall does not settle a dry-season question, and a national extraction ratio does not settle a local aquifer question. For efficiency claims, combine per-unit savings with the activity change and consider the relevant return flows.

Use original paired scenarios to practise discrimination: adequate source but unreliable pipes; reliable pipes but drought-limited source; sufficient volume but unsuitable quality. Explain why the priority differs in each. During review, separate a valid implementation observation from a conclusion about lasting scarcity reduction. The latter requires evidence about resource condition and the reliability of suitable supply to the people whose needs were initially unmet.
