Definition
The Stockholm Convention is an international agreement to protect human health and the environment from persistent organic pollutants. Adopted in 2001 and in force from 2004, it addresses chemicals whose persistence, biological accumulation and potential for long-range transport can make releases a concern beyond their source.
Its annexes distinguish elimination, restriction and unintentional production, with detailed provisions and exemptions. The framework also covers stockpiles, wastes, implementation planning and scientific review of additional chemicals.
A listing decision must be distinguished from its effective application to a particular Party under the treaty's procedures.
