International environmental agreements are arrangements through which countries coordinate responses to environmental problems that require cooperation across borders or shared action. They can establish objectives, obligations, institutions and procedures for implementation and review.

The legal effect of a particular provision depends on the instrument and its wording; a summit announcement is not automatically a treaty obligation. Studying these agreements requires connecting the environmental problem with the agreed mechanism and then asking how national implementation is supported and assessed.

Similar meeting names should not obscure differences between climate, biodiversity, ozone protection, chemicals and waste governance.
