United Nations — Revision Notes
⚡ 30-Second Revision
- UN Charter, 1945: Article 7 identifies six principal organs.
- General Assembly recommendations and Security Council decisions have different Charter bases.
- Article 24 assigns the Council primary responsibility for international peace and security.
- Article 27: nine affirmative votes for procedural decisions; non-procedural voting also involves the permanent-member rule.
- A permanent member's abstention is not treated as a veto in Council practice.
2-Minute Revision
Identify the organ before assessing an act. Article 7 lists the General Assembly, Security Council, Economic and Social Council, Trusteeship Council, International Court of Justice and Secretariat. Article 10 gives the Assembly a broad discussion and recommendation role, subject to the Charter's limits.
Articles 24 and 25 concern the Council's peace-and-security responsibility and members' undertaking to carry out its decisions in accordance with the Charter. Do not label every UN statement legally identical.
A political recommendation, a Council decision and a judicial judgment must be analysed through their own legal basis and scope.
5-Minute Revision
Work a voting example
For a hypothetical non-procedural Council draft, suppose nine members vote in favour and the remaining six abstain, with no permanent member voting against. The affirmative-vote threshold is met and abstention is not a veto.
Change one permanent member's abstention to a negative vote: the draft fails under the veto rule. Change the original nine affirmative votes to eight: the draft fails for insufficient support even without a veto.
For a procedural matter, use the nine-vote rule without importing the permanent-member veto.
Analyse effectiveness
An institution can possess a legal mandate yet face political disagreement over its use. Distinguish a voting constraint from lack of jurisdiction, and a recommendation from implementation. When assessing reform, state whether the proposal concerns representation, decision-making or capacity to implement decisions.
Recall the institutional map
Use the Charter article and the organ's function as a pair. This prevents familiar names from being substituted for one another and makes an answer about international cooperation more precise than describing the UN as a single world government.
