Prelims Strategy

Use objective practice to distinguish the reason for an action from its superficial appearance. Differential assistance can support impartiality when it removes a relevant access barrier. Identical treatment can be unfair when it ignores a material difference. Read the criteria and circumstances before selecting a label.

Separate a conflict of interest from proved misconduct. A disclosed family connection may require recusal without establishing that the applicant is unqualified. Conversely, disclosure alone may be insufficient if the official continues controlling the decision. The remedy should address the actual influence and risk.

When comparing options, identify the duty each protects: care, loyalty, confidentiality, fairness or accountability. Eliminate an option because it mishandles the stated facts, not because the value it invokes is inherently unimportant.

Check whether the proposed action is within the official's authority and whether an independent review remains possible. Treat these questions as conceptual preparation for ethical reasoning, with law-based statements verified separately rather than assumed from an appealing moral slogan.
