Fair Treatment — Revision Notes
⚡ 30-Second Revision
Reviewed 17 October 2026.
- Fairness requires relevant reasons, not automatic identical treatment.
- Equal access can require appropriate assistance.
- Consistency applies a principle to comparable cases.
- Reasons and correction routes make fairness reviewable.
2-Minute Revision
Fair treatment requires a relevant basis for comparison. Identical processing can be unfair where a verified barrier prevents one person from using the service; different outcomes can be fair where relevant eligibility facts differ.
Consider two late applications, one affected by a documented portal outage. Check the rule, evidence and available authority before granting an exception, and make the reason available to comparable cases.
Procedural fairness also requires a usable chance to correct material errors. An approval-rate difference is a reason to investigate, not by itself proof of intent. Examine criteria, their application and access to review.
Record a public reason that another officer could apply consistently, rather than a personal impression of deservingness.
5-Minute Revision
Retrieval exercise
Compare an accessible service arrangement with a private favour for a friend. Identify the reason for each difference in treatment. Then test a hypothetical late application caused by a documented outage: what facts, authority and general rule are needed before granting relief?
