- Listening must check projection.
- Care needs dignity, authority and impartiality.
- A useful response includes follow-through and a route for comparable users.
2-Minute Revision
Empathy seeks to understand another person’s experience; compassion adds concern and a motivation to relieve suffering; tolerance governs respectful coexistence with difference. None requires accepting an unverified claim or abandoning lawful criteria.
A distressed applicant may need accessible explanation, help obtaining evidence or an authorised urgent route. Diagnose the barrier before choosing the response. Compassion without competence can produce a promise the office cannot fulfil; impartiality without attention to barriers can reproduce exclusion.
A defensible response is relevant to the need, within authority and generalisable to comparable users. Check whether relief actually reached the person. A courteous conversation or referral is an intermediate step, not proof that the underlying difficulty was resolved.

Retrieval exercise
Use a hypothetical pension delay to distinguish empathy from compassion. Add a safeguard against favouritism and one against humiliating publicity. Then explain how a meeting can tolerate disagreement while enforcing a common rule against threats.
