2-Minute Revision
Aptitude concerns capacity for a task; values guide the use of that capacity. A skilled analyst can still conceal an inconvenient result, while a sincere officer can make an avoidable technical error.
Distinguish integrity, objectivity and impartiality: truthful and consistent duty, relevant evidence and criteria, and freedom from irrelevant preference. Empathy helps identify what a user experiences; competence helps choose a feasible response.
Dedication should be assessed through careful resolution rather than hours or closures alone. In an original inaccessible-notice case, preserve eligibility, provide authorised accessible communication and verify completion.
The example joins values instead of treating compassion as a waiver or impartiality as indifference to a real barrier.

Retrieval exercise
Use a hypothetical tender with a suspicious specification. Assign a distinct role to integrity, objectivity and impartiality. Explain how the officer should respond if technical evidence later justifies the specification. Add one institutional control that supports accurate decisions without treating suspicion as proof.
