Role of Civil Services — Revision Notes

Updated 19 Oct 2026

⚡ 30-Second Revision

Reviewed 17 October 2026.

  • Civil services advise, preserve continuity, regulate and implement.
  • Candid advice differs from final policy choice.
  • Article 309 concerns service conditions; Article 315 concerns commissions.
  • Assess public outcomes and corrections, not outputs alone.

2-Minute Revision

Follow the policy cycle. During formulation, civil servants present evidence, feasible options and implementation risks to the authorised decision-maker. During delivery, they apply the lawful framework, maintain reliable records and manage exceptions within delegated power.

During feedback, they document barriers and propose corrections requiring higher authority. Article 309 concerns recruitment and conditions of service; Article 315 concerns Public Service Commissions.

Do not confuse these constitutional functions with a conduct-code provision. Administrative continuity preserves records, capacity and institutional memory across political change; it does not freeze the previous government’s policy.

Professional advice can disagree with a proposal, while final lawful authority remains distinct from the author of the most detailed note.

5-Minute Revision

Retrieval exercise

Trace a hypothetical water programme through the five functions. Identify one point where professional advice may differ from the final lawful choice and one implementation exception needing escalation. Add an outcome measure that goes beyond the length of pipeline constructed.
