Ethical Concerns and Dilemmas in Government — Definition
Definition
Ethical concerns in government are questions about whether public decisions respect duties, values and affected people's interests. An ethical dilemma arises when defensible obligations or values conflict and the available options cannot fully satisfy them together.
It is different from a temptation to gain privately through clearly improper conduct. Resolving a dilemma requires accurate facts, lawful authority, realistic alternatives and a reasoned choice with safeguards.
The aim is not to claim a costless solution but to explain why one response handles the competing concerns better. Implementation, communication and review complete the judgement and allow errors or changing circumstances to be addressed.
