Check facts and powers before evaluating options. A preliminary report justifies inquiry but may not establish guilt. An emergency may create urgency without granting the officer unlimited authority. Prefer a response that verifies the material uncertainty and protects urgent interests within the relevant framework.

Look for false binaries and false compromises. A lawful staged response may address both service continuity and safety, but an unsupported promise to satisfy everyone is not an option analysis.
