Prelims Strategy

Ask whether the information answers the actual question. An award amount, selection criterion, reason for rejection and appeal route are distinct items. An option that publishes something useful may still omit the information needed to understand the decision at issue.

For data questions, identify numerator, denominator, period and exclusions. A closure percentage can be accurate for registered cases while saying little about people whose complaints were not recorded. Do not equate a portal status with verified resolution or a budget allocation with expenditure.

Distinguish proactive disclosure from request-based access and transparency from accountability. For protected material, examine the applicable provision and whether non-exempt portions can reasonably be separated.

Avoid relying on an old privacy-exemption formulation without checking current law. Read the trap explanations for the exact missing context rather than selecting the most expansive-sounding disclosure option.

These exercises support GS IV revision; they are not claimed PYQs or a separate Ethics Preliminary paper.
