Updated 19 Oct 2026

⚡ 30-Second Revision

Reviewed 17 October 2026.

  • Conduct codes specify behaviour; ethics codes emphasise principles.
  • Identify the applicable service scope before citing a rule.
  • Written directions clarify responsibility, not legality.
  • Training, leadership and fair enforcement make a code effective.

2-Minute Revision

A code of ethics emphasises values and purposes; a code of conduct specifies expected or prohibited behaviour, with overlap between them. Check employee coverage before applying the CCS Conduct Rules.

Rule 3 addresses duties and written directions, including confirmation of oral directions. Writing establishes a record; it does not make an unlawful instruction lawful. A relevant family interest should be disclosed and managed through the applicable process rather than privately declared harmless because the final decision seems defensible.

Use cases to test whether staff can recognise the issue, locate the provision and choose an authorised response. A dated compilation can support a cited provision, but its download date does not verify a current numerical threshold.

Retrieval exercise

Analyse an original contract involving an officer’s family connection. State why private confidence in impartiality is insufficient and what must be disclosed. Explain why both favouring and deliberately disadvantaging the firm would distort the process. Add a fair route for investigating an alleged breach.
