2-Minute Revision
Public-service ethics joins lawful authority, professional competence and justified use of discretion. A technically accurate report can still require correction if a material conflict was concealed; disclosure and evidence quality are separate questions.
Political responsiveness means implementing lawful democratic choices professionally, while non-partisanship excludes party favour in individual service. Discretion should be guided by relevant facts, public purpose, proportionate effects and recorded reasons.
Check the scope of a conduct rule before applying it to a particular employee. For performance, combine timeliness with accuracy and a usable correction route. A faster office with recurring successful appeals may be disposing of files efficiently while still deciding them badly.
Institutional review should connect that evidence to improvement.
