Proactive Disclosure — Definition

Updated 19 Oct 2026

Definition

Proactive disclosure is the provision of relevant public information on an authority's own initiative, without waiting for separate requests. Section 4 of the Right to Information Act, 2005 addresses records management, specified publication categories, policy facts, reasons to affected persons and accessible dissemination.

Useful disclosure requires current, understandable and findable material, not merely a large number of uploads. It should serve accountability while respecting applicable protections for personal or other protected information.

Responsibility for updates and practical user access makes disclosure a continuing administrative function rather than a one-time website exercise.
