For these objective checks, map each Section 4 duty before evaluating a statement. Clause 4(1)(a) concerns records; clause (b) lists publication categories; clause (c) covers relevant policy facts; clause (d) requires reasons to affected persons for administrative or quasi-judicial decisions. Interchanging these closely related functions creates plausible but incorrect pairings.

Distinguish the original publication period from annual updating and from individual request handling. A number appearing in Section 4 does not automatically describe the response period under another provision. Read the trigger and the action attached to it. Also distinguish proactive disclosure from the separate procedure for obtaining information through a request.

For access scenarios, check whether intended users can locate, understand and use the material. Internet availability is relevant but does not settle language or format barriers. For datasets, assess the actual information and applicable protections; neither blanket release nor unexplained withholding is justified simply by invoking transparency or privacy. Usability, currency and coverage are better evidence of practical disclosure than upload volume alone.
