Digital Governance — Revision Notes
⚡ 30-Second Revision
Reviewed 17 October 2026.
- Digitisation changes form; governance improvement changes the public process.
- Track the complete journey and its denominators.
- Automation does not transfer responsibility away from the authority.
- Access, correction and lawful information handling are essential.
2-Minute Revision
Evaluate the entire service path: awareness, access, submission, decision, receipt and correction. A high submission rate among users who reached the final form excludes those blocked earlier. Digitising a repetitive workflow can preserve its unnecessary burden.
Where connectivity fails, an authorised assisted channel needs receipts, reconciliation and follow-up. Where a source record is wrong, automated rejection requires a usable data-correction and decision-review route.
An audit trail should connect relevant input versions, authorised changes and reasons to the case. Vendor assurance and traffic totals answer different questions. Judge technology by accurate and accessible service outcomes, with clear institutional responsibility, rather than the number of clicks or the existence of a portal.
5-Minute Revision
Retrieval exercise
Use a hypothetical portal with one hundred starts, eighty submissions, seventy approvals and sixty payments. Explain three different rates and what each omits. Then design a correction route for a genuine record mismatch without weakening lawful eligibility checks.
