Use the objective questions to distinguish ideals, objectives, outputs and outcomes. A connection count measures something installed; reliability concerns the service delivered. An incomplete outcome does not by itself prove that the output number is false. Conversely, an accurate number does not establish that the underlying ideal has been fulfilled.

In allocation scenarios, compare equal inputs with equitable access. Different costs or barriers can justify a different allocation if the distinction is relevant and proportionate. That conclusion still requires attention to feasibility and effects on other groups. Avoid selecting either equal spending or preferential spending without examining the stated purpose and facts.

For target-related dilemmas, trace how staff can improve the indicator. If rejecting complex cases raises a closure count, the measure may reward conduct that undermines the service. The appropriate response concerns better alignment and safeguards, not an automatic rejection of measurement. For phased plans, look for justified sequencing and review of the remaining gap rather than treating an initial annual target as the final definition of success.
