Probity in Governance — Revision Notes
⚡ 30-Second Revision
Reviewed 17 October 2026.
- Probity covers the full use of entrusted power, not just bribe refusal.
- Manage conflicts before a biased outcome is proved.
- Records must represent real decisions and checks.
- Fair scrutiny distinguishes allegation, error and misconduct.
2-Minute Revision
Probity concerns honest and proper use of entrusted power. Refusing money is necessary evidence in a bribery case, but it does not excuse a concealed conflict or a false certificate. In procurement, examine the chain from public need and defensible specifications to fair evaluation, delivery verification and useful outcomes.
Full budget utilisation does not establish value for money if the assets are unusable. Preserve the record when an error is discovered; quiet replacement can hide responsibility. Encourage good-faith reporting, investigate fairly and correct recurring causes.
Low recorded error counts can reflect quality or suppressed reporting. A sound integrity system needs evidence that can reveal failure, not merely reassuring indicators.
5-Minute Revision
Retrieval exercise
Trace an original purchase from specification to payment. Identify a risk that a low final price would not reveal. Explain how a conflict should be managed and how a poor outcome should be investigated without assuming dishonesty from the result alone.
