Prelims Strategy

Locate the failure stage before selecting the remedy. A data mismatch, missing payment instruction and inaccessible application interface require different actions. A response that improves publicity may not fix a record error, while waiving verification can create a new problem if the original barrier was merely unclear guidance.

Separate eligibility, submission, approval and delivery. In numerical questions, identify the population represented by each rate and the people omitted before that stage. A high disposal percentage can coexist with premature closure or unregistered difficult cases. Ask which additional measure tests actual receipt and resolution.

For discretion questions, prefer a lawful, consistent correction process over either rigid rejection or private exceptions. An official may need to escalate a rule gap rather than invent authority. Use the trap explanations to identify why a superficially compassionate or efficient option fails the specific diagnosis. These original conceptual questions support GS IV and are not presented as a dedicated Ethics Preliminary paper or an audited PYQ set.
