Begin with a measurement sentence suited to the question: “The unemployment rate must be interpreted alongside labour-force participation, employment and the quality of work.” Then identify the mechanism rather than assuming that a single headline rate describes the complete labour-market problem.

For diagnosis, separate search frictions, structural mismatch, demand conditions and seasonal activity. Explain how the proposed intervention acts on that cause. A training programme may improve employability where skills are missing, but it cannot by itself create orders for firms facing weak demand. Transport and care constraints may also affect whether people can take available work.

Include measurement cautions without allowing them to replace policy analysis. Retain PLFS reference periods, age coverage and the 2025 design change. Add outcomes such as hours, earnings, stability and social protection where the question concerns decent work. Conclude with a coherent combination of employment opportunities and usable access to them. A strong answer distinguishes statistical improvement from a substantive expansion of productive and secure livelihoods.
