For each method, identify its immediate function. A petition presents a demand; a resolution records a collective position; a newspaper circulates arguments; a meeting builds discussion and association. Do not assume that use of a method proves the government's acceptance of the underlying demand. This distinction helps evaluate statements that inflate activities into completed reforms.

Keep methods associated with early constitutional agitation separate from later programmes of mass non-cooperation or civil disobedience. The presence of political criticism does not establish that an organisation had already adopted those later tactics. Similarly, appeals to British opinion do not mean that Moderate leaders lacked an economic critique of empire.

When a question asks about achievements, check its category. Political education, an organisational network and a statutory reform require different evidence. A valid example of one cannot automatically support a claim about another. Revise constraints alongside contributions: limited participation and imperial control explain why articulation of a demand did not ensure a corresponding redistribution of governing power.
