Moderate Phase — UPSC Importance
UPSC Importance Analysis
The Moderate phase explains how organised Indian nationalism developed a public language of rights, representation and economic criticism. It connects the foundation of the Congress with the later expansion of political methods and participation. For GS I, its significance lies in that developmental role rather than in a claim that early leaders already pursued every objective of later nationalism.
The topic is especially useful for balanced evaluation. Constitutional methods could expose contradictions in colonial rule and create political networks, while their effectiveness was constrained by unequal power and a limited social base. These propositions can both be true; acknowledging one does not require denying the other.
Economic nationalism provides a concrete example of contribution. Criticism of the drain and expenditure helped turn poverty into an issue of governance and political responsibility. At the same time, institutional demands and petitions did not secure a rapid transformation of colonial power. An answer that distinguishes intellectual, organisational and immediate policy achievements can therefore assess the phase more precisely than one that judges it solely by the absence of independence.
