Cabinet Mission Plan — Revision Notes

Updated 19 Oct 2026

⚡ 30-Second Revision

  • March 1946: Pethick-Lawrence, Cripps and A. V. Alexander arrive.
  • 16 May 1946: three-level constitutional proposal.
  • Union: foreign affairs, defence, communications; provincial residual powers.
  • Original Assembly allocation: 292 + 4 + 93 = 389.
  • 9 December 1946: Assembly first meets; the later Constitution is not the unchanged plan.

2-Minute Revision

The bargain limited the common Union so that substantial autonomy remained below it. Groups were intended to mediate between national unity and community safeguards. The contested timing of provincial choice made initial participation different from later exit. Indirectly selected constitution-makers could begin work even though that political bargain did not survive.

5-Minute Revision

Draw Union → groups → provinces and place education and defence at the appropriate starting level. Reconstruct 389 from three components. Then write two sentences distinguishing the initial sectional procedure from later exit, and two distinguishing the Assembly from the interim government. Check the answers against the May statement rather than the powers in the 1950 Constitution.

Vyyuha Quick Recall

FDC = Foreign affairs, Defence, Communications: the three Union subjects. UGP = Union, Groups, Provinces: the three proposed levels. Neither mnemonic describes the later Constitution.
