Mains Strategy

Open with AITUC’s foundation and its character as a national federation. Then explain why local unions needed coordination: some employment problems crossed workplace boundaries, and representation before public institutions required a wider platform. Use a specific demand such as injury compensation to connect the organisational form with its purpose.

Develop the relationship between economic demands and nationalism. Workers could support self-government while retaining interests concerning wages, hours and protection. Explain how shared leadership could enable cooperation without making a federation, a political party and an ideological tendency identical. Add international representation as a separate institutional dimension.

Assess limits with evidence rather than a generic statement that the movement had challenges. A resolution is not proof of implementation; affiliated membership does not establish complete workforce coverage; and later political associations should not be projected unchanged onto the founding conference.

Conclude that AITUC broadened organised labour’s public role while leaving questions of representation, ideological diversity and actual gains open to historical investigation. This gives the answer an argument supported by examples.
