International Terror Organizations — Definition

Definition

International terrorist organisations are organised actors whose violent activity, networks or support relationships create security concerns across national borders. Studying them requires distinguishing an organisation from an individual member, an allegation from a legal designation, and a United Nations sanctions regime from a domestic prohibition.

The examination focus is the institutional response: intelligence cooperation, lawful investigation, financial disruption and international coordination. Lists and leadership details can change, so a dated official designation record is more reliable than an undated catalogue.

The aim is to understand categories and mechanisms without attributing the conduct of an organisation to an entire religion, nationality or community.
