Skill Development Programs — Revision Notes

Updated 19 Oct 2026

⚡ 30-Second Revision

Enrol → complete → certify → apply skills. RPL recognises assessed prior learning. Apprenticeship is workplace learning, not a permanent-job guarantee. Budget estimate ≠ expenditure.

2-Minute Revision

Different skills routes address different learners and settings. Access includes timing and language as well as distance. Certification should reflect credible assessment, while employment requires a defined follow-up measure.

The same cohort can have different completion and employment rates because the denominators differ. Programme periods and financial categories must remain explicit. Evaluate useful capability and sustained application rather than treating seats, certificates or allocations as final outcomes.

5-Minute Revision

For 500 enrolments, 400 completions, 300 certifications and 180 verified employment outcomes, calculate four rates with clearly named denominators. Explain why an experienced worker might use RPL rather than repeat a beginner's course. Diagnose a nearby centre's scheduling barrier. Finally, calculate the percentage increase from ₹2,700 crore to ₹2,800 crore and state what the budget figures do not establish.

Vyyuha Quick Recall

Access, assess, apply: participation matters, but skills must be demonstrated and used.
