Distinguish enactment in 2020, commencement on 21 November 2025 and final Central Rules in May 2026. Do not treat a draft State rule as a final central instrument. Section 143's repeal-and-savings structure requires both parts to be read together.

Match employer duties under section 6 with safe systems, conditions and information. Employee duties and safety-information rights appear in sections 13 and 14. Cooperation by workers does not extinguish the employer's responsibilities. In the general hierarchy of controls, a physical guard is engineering, a schedule or instruction is administrative and equipment worn by the worker is PPE.

For data questions, equal injury counts do not establish equal risk where workforce or exposure differs. Ten injuries among one hundred workers and ten among one thousand produce different simple ratios, with further exposure information still relevant. More near-miss reports after a new reporting channel can reflect improved disclosure, worsening conditions or both; the count alone does not settle the cause.
