Urban Poverty and Slum Development — Revision Notes
⚡ 30-Second Revision
- 1992:74th Amendment; Article 243W and Twelfth Schedule.
- 1 September 2024: PMAY-U 2.0 framework begins for five years.
- BLC/AHP/ARH/ISS: distinct housing instruments.
- CSS architecture except Central Sector ISS.
- Completion ≠ occupation ≠ sustained habitability.
2-Minute Revision
Evaluate a housing intervention through location, cost, service quality and livelihood continuity. Compare feasible in-situ and relocation options with residents. Keep municipal constitutional functions separate from actual devolution. Scheme eligibility, sanction and receipt are different stages, and rental housing may fit needs that ownership does not.
5-Minute Revision
A hypothetical relocation reduces rent from ₹3,000 to ₹2,000 but raises commuting expenditure from ₹800 to ₹2,300. Total rent-plus-travel rises from ₹3,800 to ₹4,300, a ₹500 increase. Identify other costs and benefits before judging the move: safety, time, schools, maintenance, tenure and employment. Explain why a construction-cost comparison alone would miss the household effect.
Vyyuha Quick Recall
H-L-S-M: Housing cost, Livelihood access, Services, Maintenance. Use all four to test sustained habitability.
