Security Framework

Build a four-column comparison

For each agreement record the environmental problem, governing mechanism, implementation institutions and evidence of progress. This is more useful than memorising conference locations without understanding the instrument.

Adoption establishes an agreed text. Signature, consent to be bound and entry into force have meanings determined by the relevant instrument and legal procedures. Do not substitute one date for another. The Paris Agreement's adoption on 12 December 2015 and entry into force on 4 November 2016 illustrate the distinction.

Identify the regime

  • Climate: distinguish the international framework, national contributions and domestic implementation.
  • Ozone: Montreal Protocol controls; Kigali adds the specified HFC phase-down, without making HFCs ozone-depleting substances.
  • Hazardous wastes: identify the Basel Convention.
  • Certain hazardous chemicals and pesticides in international trade: identify Rotterdam's prior informed consent framework.
  • Persistent organic pollutants: identify the Stockholm Convention.

Read institutional terms carefully

A COP belongs to a particular treaty framework. Name that framework before interpreting its meeting or decision. A secretariat supports the process; it does not replace the parties' implementation responsibilities.

Separate evidence levels

Meeting → adopted decision → implementation measure → measured outcome. These stages are connected but not equivalent. Check the adopted text for a legal claim and the relevant monitoring evidence for a performance claim. Original teaching examples illustrate the method; they are not descriptions of unnamed treaty provisions.
