International Environmental Agreements — Prelims Strategy
Prelims Strategy
Prepare a compact instrument-subject grid and test it in both directions: identify the agreement from the problem and the problem from the agreement. Keep Basel, Rotterdam and Stockholm distinct. Treat “COP” as incomplete information until the relevant convention or treaty is named.
Next separate adoption, signature, consent to be bound and entry into force. Do not infer a country's current legal status from an adoption date alone. For amendment questions, identify the actual change in scope or obligations; the Kigali HFC phase-down does not turn HFCs into ozone-depleting substances.
When evaluating statements about negotiations, distinguish a proposal from adopted text and an implementation activity from measured environmental success. Avoid guessing legal detail from a press-release headline. During review, write the exact category error behind each wrong option. This creates a reusable elimination method for unfamiliar developments while preserving the limits of what the cited official source actually establishes about the instrument and its implementation.
