Panchayati Raj — Revision Notes
⚡ 30-Second Revision
- Part IX, introduced by the 73rd Amendment, provides the Panchayat framework.
- Gram Sabha and Gram Panchayat are distinct: village electorate versus elected local body.
- Article 243B: village, intermediate and district levels; the intermediate level has a population-based exception.
- Articles 243G, 243H and 243-I address functions, finances and finance review.
- Article 243K concerns Panchayat elections.
2-Minute Revision
Panchayati Raj combines elected rural institutions with participation and local development responsibilities. Do not use Gram Sabha and Gram Panchayat interchangeably: the former consists of persons registered in the relevant village electoral rolls, while the latter is an institution of self-government.
Article 243B permits omission of the intermediate tier in a state with population not exceeding twenty lakh. Article 243G allows state law to endow powers for self-government, development plans and schemes, including Eleventh Schedule matters.
The constitutional framework therefore needs state-level implementation; listing 29 subjects does not establish identical devolution everywhere.
5-Minute Revision
Trace a village proposal
Suppose residents seek improvement of a drinking-water facility. Separate participation in identifying the need from the authority to approve expenditure and carry out the work. The Gram Sabha can provide a participatory forum under the governing legal arrangements, but its discussion should not be confused with an engineer's certification or a treasury release. Identify the Panchayat's legal responsibility and the department, staff and funds involved.
Diagnose the constraint
If the plan is approved but funds are delayed, the immediate bottleneck is financial. If funds exist but technical personnel are controlled elsewhere, the constraint concerns administrative capacity and coordination. If residents cannot obtain accounts or question progress, the accountability route needs attention. Different diagnoses require different reforms.
Recall constitutional roles
Link elections to Article 243K, finance review to Article 243-I, and devolution of responsibilities to Article 243G. Do not attribute these functions to one commission. A good answer joins the constitutional design to a concrete account of planning, execution and review.
Vyyuha Quick Recall
G–P–S: Gram Sabha participates; Panchayat governs within its powers; State law supplies the detailed allocation. Then test funds and staff.
