Local Government — Revision Notes
⚡ 30-Second Revision
- The 73rd and 74th Amendments of 1992 created the constitutional frameworks for rural and urban local bodies.
- Part IX: Panchayats; Part IXA: Municipalities.
- Eleventh Schedule: 29 subject entries; Twelfth Schedule: 18.
- State legislation determines important elements of devolution under Articles 243G and 243W.
- Elections, finance and actual service responsibility must be examined separately.
2-Minute Revision
Local government links representation with services close to residents. Constitutional recognition protects an institutional framework, but a schedule of subjects does not by itself prove that a particular body controls staff, revenue or a service.
Read Articles 243G and 243W with the applicable state law. Distinguish the State Election Commission's electoral role from the State Finance Commission's review of local finances. Rural and urban institutions have parallel purposes but different constitutional provisions and structures.
Assess decentralisation through functions, resources and personnel, then ask how residents can hold the responsible institution to account.
5-Minute Revision
Follow one service through the system
Take a hypothetical drainage failure. Identify whether the locality is governed by a rural or urban body. Find the institution legally responsible for the relevant service; do not assume that a councillor controls a state agency merely because the problem occurs locally. Trace the budget, staff and power to approve corrective work. Finally, identify the forum where residents can question performance.
Explain the implementation gap
An elected body may have a service listed among its responsibilities but lack predictable funds or control over personnel. This is a specific devolution problem, not proof that elections have no value. Conversely, a well-funded agency may deliver services without giving the local representative body meaningful influence. Representation and administrative capacity need to be examined together.
Compare without flattening differences
For a rural–urban comparison, use constitutional part, type of body, planning functions, finance and accountability. Mention the schedules as a framework rather than a complete nationwide transfer order. Conclude with a reform linked to the diagnosed problem, such as clearer assignment, reliable finance or transparent performance review.
