The Khalistan Movement Abroad refers to the activities, organizations, and individuals operating outside India who advocate for the creation of an independent Sikh state called 'Khalistan' in the historical region of Punjab.

While the movement originated in India, its international dimension gained significant traction following the events of the 1980s, particularly Operation Blue Star in 1984 and the subsequent anti-Sikh riots.

These events led to a substantial exodus of Sikhs from India, many of whom settled in Western countries like Canada, the United Kingdom, the United States, and Australia. In these diaspora communities, the demand for Khalistan found new fertile ground, fueled by a mix of genuine grievances, historical narratives, and, at times, radicalized elements.

From a UPSC security perspective, understanding this transnational aspect is crucial because it presents a complex challenge to India's internal security and foreign policy. Key characteristics of the movement abroad include the establishment of various Sikh organizations, some overtly advocating for Khalistan, others subtly promoting its ideology through cultural and religious platforms.

These groups often engage in political lobbying within their host countries, organize rallies, and conduct 'referendums' that, while lacking legal validity, serve as propaganda tools to garner international attention and mobilize support.

Funding for these activities often comes from a mix of legitimate donations from community members, but also, as Indian agencies allege, through illicit channels like drug trafficking, hawala networks, and even potential external state sponsorship.

The digital age has further amplified their reach, with social media platforms becoming primary conduits for disseminating propaganda, recruiting sympathizers, and coordinating activities globally. The movement's international presence creates significant diplomatic challenges for India, as it often leads to tensions with host countries that prioritize freedom of speech and assembly, even when such activities are perceived by India as detrimental to its national security.

India frequently engages in diplomatic efforts to highlight the extremist nature of certain elements and to seek cooperation in curbing activities that promote violence or secession.
