India-China Border — Security Framework

Security Framework

Begin by separating the boundary question from the management of the LAC. A boundary settlement determines the agreed territorial division. Border-management arrangements seek to preserve peace and reduce the risk of confrontation while that larger question remains unresolved.

The 1993 agreement concerned peace and tranquillity along the LAC. The 1996 agreement introduced military confidence-building measures. In 2005, political parameters and guiding principles for settlement were agreed, alongside a separate protocol on implementing confidence-building measures. Similar dates do not make the two 2005 instruments identical.

The Working Mechanism for Consultation and Coordination, established in 2012, supports consultation on border affairs. The 2013 Border Defence Cooperation Agreement is another management instrument. Memorising this sequence helps identify functions, but it should not replace an explanation of what each mechanism is intended to do.

An MEA reply dated 7 February 2025 described the 21 October 2024 arrangement concerning patrolling in Depsang and Demchok and disengagement relating to the 2020 friction points. This is a dated official account. It does not establish a final boundary settlement or the precise deployment situation in October 2026.

Disengagement concerns separation at particular points; broader de-escalation and the resolution of the boundary question are distinct matters. A good answer acknowledges a concrete improvement without stretching it into a conclusion the source does not support.
